Washington Convention Center Authority wants city to finance $550M hotel - Philadelphia Business Journal:

erofeyporgrinin.blogspot.com
On May 29 the convention center’ds board directed CEO Greg O’Delo to seek authority for the sale of as muchas $750 millio n in bonds to cover the price of the interest during construction, insurance and other costs. The city had planned to finance about 25 percent of the cost of the hotel througha $187 million tax increment financing package the passed in 2006, whicg would have provided $134 million in constructionm costs. The rest was supposed to come from private debt and equithypartners -- a difficulgt find in the frozen credif markets.
O’Dell said developmenr partners and Capstone Development had been dogged but unsuccessful in thei pursuit of investorsfor “They’ve been pursuing private financinv and in this market, you that is very difficult. They’ve spent millions of dollar s on this project to try to move it It really is shovel readyh with the exceptionof financing,” O’Dell With the city losing conventio business, he said, buildingh a city-owned hotel was the best option. He envisiona it will still containabout 1,100 rooms and be operated by Marriott had previously said it woulxd be a Marriott Marquis. O'Dell beganb briefing members ofthe D.C.
Councilo on the board’s proposal Monday. “Ou r ultimate goal is to get this project done and get it startedf as soon as he said. In particular there is increased pressure from National Harbor inPrince George’d County, which opened last year with a price tag of more than $2 Its developer, the Peterson Cos. announced May 18 that the Walt Disney Co. had purchased land to buil a 500-room resort hotel on 15 acree there.
Convincing the council to approve that amountof spending, however, will be a tall task for He had been considered a top candidate to replace Neil Albert as deputy mayore for planning and economic development, but a sourcre close to O'Dell says he was offered the job and turnee it down. O’Dell would not confirm that, but indicatex he would remain in hiscurrenft post. “The board and the mayor have evert expectation of me completing all the taske Ihave here,” he said. The conventioj center authority has an independent boarr and the ability to issue but O’Dell said the council would need to expand its authoritu to issue bonds for the The council and D.C.
Mayor Adrian Fenty just finisheds closing a budget gapof $800 milliojn for fiscal 2010 and the city faces a gap approachin g $1 billion for fiscal 2011. In addition, D.C. Chie Financial Officer Natwar Gandhi said he will not support issuingv that amountof debt, which he said would immediatelgy violate a 12 percent cap on city debt as a mark of expenditurees the city created on his recommendation last year. Gandh i is a member of the convention center boare and attended theFridat meeting. “To be very blunt about it I was very cleatr in saying to them that if you were toborroe $750 million that would put us way beyond the 12 perceny cap we have envisioned for the city...
andx I cannot be a party to that,” Gandhi The CFO said that he “very much” wants a hotel for the city, “bu t I would not agree to a deal like See we made a commitment to Wall Streeft that we would not borrow more than 12 percenf against our budget.” Gandhi, who has won accolades for helpint the city snag a AAA bond rating on Wall said he has already begun re-emphasizing the importancw of the debt cap with members of the “I do not think we want to take this We should not borrow any more than we are able to he said. He suggested that O’Dell and his partners continue to seek privatdfinancing sources.
Building a hotel to accompan the convention center has alwaysz been part of the plan for the city but has languished from a serie sof complications. Construction on the Walter E. Washington Conventiobn Center, as it was named in 2007, began in 1998 and opened fiveyears later. D.C. planned a 1,400-roomk hotel, but did not control the needed In 2007, the city gained final site control after a land swap with developer Kingdon Gould III. To prevent furtherd delays Mayor Adrian Fenty downsized the projecgt laterthat year, announcing a deal betweemn the city, Marriott and RLJ Development LLC on a smalledr 1,100-room hotel.
Since then, the development team has also RLJ Development, founded by BET founder Robert Johnson, was part of the deal Fentt announced in September 2007 but isn’t any longer. A main drivee of the deal, Marriott Senior Vice PresidentNorma Jenkins, left the company late last year to start now a certified business entityh that partners with Quadrangle. Speakingb for the development team, Jenkins said it was his preferences to continue seekingprivate financing, and said design was entitlements were in place and there equity partners ready to investf if debt were available. Capstone and Quadrangl e are separately planning a Courtyard by Marriott adjacent to the hotel on landthey control.
“We could still get there, but we got to get the banka to play and they move at their own he said. Still, he “if the city decides to pursue the public deal we willsupportr them.” Jenkins said Johnson’s RLJ, with which Jenkins partnered while at Marriott, pulled out of the deal shortlhy after taking an interest in it. “They studied it spent some resources, but their bread and butter is acquisitions and repositionin rather thannew development,” Jenkins Richard Bradley, executive directof of the Downtown Business Improvemenft District, said it is unfortunat that the hotel project ran into the recessionb but that the city needzs to “bite the bullet” and move the projec t forward, citing the opportunity to grow D.

"Thatt has been the case for Overall in theUnited States, adolescent females outperform adolescentf males," says Karen Karmazin, assistant superintendent for curriculum and instruction at the Gran Island Central School A new Business Firsr study corroborates their observations. Girls have a definite edge in the as shown by an analysis of WesternNew York's top studentw and the region's standardized test scores. 1.
Girls outnumber boys in the ranksa of elite students The 100 members ofBusiness First's 2009 All-Western New York Academi c Team, announced earlier this week, are hailedf as the best and brightest high school seniord in the eight-county region. This year'ds honorees include 62 girls and38 boys. The Academic Team was chosen through a blind process designed to remove The selection committee was given an editex summary ofeach candidate's Nominees' names and schools were removed from thos e forms, as was any informationh that might indicate gender or But the odds nonetheless favored the selection of girls over boys. That's because Westernh New York high schools submitted 254 female students forthe panel'sw consideration, compared to 134 males. Each schoolp was limited to four nominees, a way of encouraging them to submif only theirbest candidates. Twenty-five high schools nominated four Only five schools submittedfour 2.
Girls outscore boys on most standardized exames Business First analyzed a battery of 13 statewides tests duringthe 2007-2008 academixc year, including English, math and science exams in fourth and eightbh grades; social studies exams in fifth and eightg grades; and Regents examss in English, math, science, global history and U.S. history. The girls in Westerjn New York's 98 school taken collectively, did better than boys on nine of thosr13 tests. The biggest disparity occurred on the eighth gradesEnglish exam. Two-thirds of the region's girlsw (66.8 percent) demonstrated basic skillsd on that test last comparedto 52.2 percent of the a gap of 14.

Critics call out Cincinnati Yellow Pages deal - Silicon Valley / San Jose Business Journal:

tiqosi.wordpress.com
, a Denver company that has owned the rightx tothe region’s largest Yellow Pagese product since 2002, blames the delagy on printer changes and organizationapl restructuring. About 140 of its 900 directoriesz are beingdelayed nationwide. Cincinnati is the largest markeyt affected. “It’s a stinking deal,” said Brenda Hacker, controlle for in Clermont County. Hacket was planning to downsizdeher company’s ad in a directorty she thought would be published in June. When she called the companu in May to confirmthe change, she was told it was exercisingb its contractual right to extend last year’d publication.
Hacker said it will cost her compan anextra $700 each month. “It’s just not what they’re doing to she said. Local Insight spokeswoman Pat Nichols said 75 percent ofits 10,000 local customers will be unaffecteed by the delay. Those are companie that plan to maintain the same ads they had last year or Local Insight CEO Scott Pomeroy is asking business owner angered by the delay to callthe company’sd customer service line, (888) although it’s not clear what steps the company will take to addresxs concerns. “If the product’s not delivering value to them, our customert service department is prepared to talk tothosse folks,” Pomeroy said.
“I think it’a evaluated on a case-by-case basis.” The director delay comes at a time of turmoipl for Yellow Pagespublisherss nationwide. The recession is accelerating a trend that has long threatenecd theindustry – the shift of so-callexd “directional advertising” from print publication to online search engines and mobile phones. The , a subsidiar of , is projectinhg total revenue will shrinkto $11 billion for Yelloqw Pages publishers by 2013, down from $14.5 billion in 2008. A year ago, the Kelseyy Group was forecasting a compouns annual growth rate for the industrtyof 4.5 percent.
Now, it’s minus 5 “The recession has driven print sodeeply negative,” said Charles Laughlin, senior vice president and program director of the Kelsey Report. Laughlim said growth in digital revenue mighgt never make up for sales lost inprintt publications. “Those who downsize, will they start spendingt again once thesmoke clears?? It’s probably next year before we know,” he Laughlin said most of the nation’s largesf Yellow Pages markets are seein g revenue dips of more than 20 percen t this year. Pomeroy declined to reveal numbers for Cincinnatik but said the revenue dropis “nowhere 20 percent here.
He said companywide revenuew was flatin 2008, standing at roughly $700 million. Laughlih declined to reveal Kelsey’s futurr outlook for Cincinnati, which is dominates by Local Insight but includees asecond directory, the Yellos Book, published by of Berkshire, England. The industry’s majodr players, including spinoff Idearc and the better-known , are struggling throughg the recession with heavydebt loads. Locakl Insight also has leverage issues, but its focud on smaller markets has helped temper the impact of the recession on the saidEmile Courtney, a credit analysg for ’s.
“Idearc has filed for bankruptcy, and Donnelley has missed interest payments on debt with various entities. Local Insight has not. From a stricyt financial-metrics point of view, they’re the healthieer of the three,” Courtney said. S&P revised to “negative” its outloomk on Local Insight but retained a rating on its corporate debt in a Marchu31 report. At least one of the company’s locap customers has a less positive outlook. “I thinmk they’re really in trouble.
The phone book is a and nobody’s using it any more,” said Vicky exclusive marketing agent for Bezak estimated the directoruy delay would cost hercompany $300 a monthg – if she pays it. “I’m going to call Cincinnatoi Bell and tell them that my contractrwith (Local Insight) terminates on June 1, and I’m not payinvg the ad costs listedd on my current bill because I didn’t renew it,” she said. Cincinnati Bell serves as the billingy agent for Local Insight and permitse the use of its brand name as part of a rightsz agreement signed when it sold its YellowPages , in 2002.
But Cincinnati Bell is not involved inthe company’s operations according to Lisa McLaughlin, a public relations consultant for Bell.
